According to the ME2 guide Element zero can only be found on garden and post garden planet. (world destroyed by the reapers)

Not meticulously but I believe it's a point they wanted to make. Not just basing myself on planet scanning btw.

Definitely more than chance anyway, so I tend to believe there's something going on here.

did you search the ME2 and ME3 playthrough guide to check if every garden worlds have eezo on them?
